January, 1947. The public receives the news of Al Capone's death with indifference, although twenty years earlier he had ruled Chicago's crime underworld with brute force and corrupting many touchable individuals. Until the day the head of the Untouchables Brigade, Eliot Ness, entered the scene. Since then, a cruel battle between the two of them began, a battle that ended in trial, conviction, disease, insanity and death.
Gambler "On-the Level" Leigh (William S. Hart) is forced to leave his high rolling lifestyle to move his ailing sister Alice (Mildred Harris) to the healing climate the mountains. Financial strain compels him to resume his favored vocation. Unfortunately for Level, the dance hall girl Coralie (Alma Rubens) doesn't take rejection well and convinces the dealer to clean him out with a "cold deck". A desperate robbery ensues, leading to Level wanted for murder!

Detective Nishi is relieved from a stakeout to visit his sick wife in hospital. He is informed that she is terminally ill, and is advised to take her home. During his visit, a suspect shoots one detective dead and leaves Nishi's partner, Horibe, paralyzed. Nishi leaves the police force to spend time with his wife at home, and must find a way to pay off his debts to the yakuza.

Calhoun, a planter, lives with his son and daughter, James and Martha. He strongly objects to young Gordon, who has been paying court to Martha and who has the reputation of being a gambler.
