It starts with a kid named Dai remembering a story told to him by his grandfather, the monster magician Brass, about the defeat of the Demon Lord Hadlar by the hands of a hero who, as the story progresses, is known to be Avan.

Ryo Hazuki finds himself seeing his father Iwao die at the hands of a mysterious Chinese man named Lan Di, who also steals an item Iwao had called the "Dragon Mirror". Ryo makes it his mission to get revenge on Lan Di, but first he has to find out how to find him, with the warhouse docks & the Mad Angels gang being his best leads.

In the events of Last Order, taking place five years before the beginning of Final Fantasy VII itself, Sephiroth was ordered to inspect the Mako Reactor outside the town of Nibelheim with a small entourage, consisting of one other member of SOLDIER and a few Shin-Ra MPs. Along with Hijikata Toshizo and Okita Soji, Kondo leads the group in an attempt to save Japan from the rebels.
