Gotta Quarter?

When a singer is horribly disfigured in a car accident, a scientist develops a treatment which can restore her beauty by injecting her with a special serum. While performing the procedure, however, he falls in love with her. As the treatment begins to fail, he determines to save her appearance, regardless of how many women he must kill for her sake.

Five O. Henry stories, each separate. The primary one from the critics' acclaim was "The Cop and the Anthem". Soapy tells fellow bum Horace that he is going to get arrested so he can spend the winter in a nice jail cell. He fails. He can't even accost a woman; she turns out to be a streetwalker. Hell is given the task of helping in the rescue of a group of fertile women from the harem of the mutant leader (resembling a frog). Hell cannot escape since he has a bomb attached to his private parts which will detonate if he strays more than a few hundred yards from his guard.
