An ill-assorted group of international criminals executes a tightly-planned ransom sting in Spain. Things go along swimmingly until various tensions within the group come to the fore.

Franco Nero and Telly Savalas star in the story of a trio of jewel thieves on the lam after a heist goes very wrong. Wrecking their car they take another unaware that there is a teenager hiding in the back. As the flight becomes more frantic, the young man is discovered, upsetting the balance of the thieves.

However, he is soon approached by a representative for a group of citizens who themselves are fed up with what they see as criminals going unpunished, and they make him an offer he may very well not refuse.

Inspector Betti (Maurizio Merli) is transferred to Naples and immediately after his arrival receives a warm welcome from The Commandante (Barry Sullivan), the city's crime lord. When a crime boss is murdered while in hospital, a young woman sees the killers, but her room mate convinces her not to tell the police, fearing the consequences. Unfortunately the murderers realize that they have been seen, and kill both women. Catching the killers proves difficult as anyone who knows anything dies in unexplained circumstances. It becomes evident that a large and powerful criminal organization is behind the murders, and that they have links within the police force. It is up to Lt. Carmine to see that justice prevails, using any means necessary.
