The movie starts with two innocent and kind hearted guys named Heeralal and Pannalal. They are famous among criminals as they have helped police in capturing them several times. Heeralal is in search of his parent’s killer but has no idea of him at all. Pannalal is in search of his father. Heeralal meets with a girl named Ruby and falls in love with her. Pannalal falls in love with Ruby’s friend, Neelam. Kalicharan, who is a renowned criminal has decided to teach a lesson to Heeralal and Pannalal for interfering in their business. But instead Kalicharan is forced to run from the police. Police commissioner, Premlal is very happy with the guys and wants to protect them from Kalicharan and his friend, Panther’s anger.

Suraj Singh is addicted to drugs and as a result witnessed his girlfriend being raped in front of his eyes with him being helpless, from here on he vows to put an end to all drug dealers and started to work as a hit man for an underworld don, Daaga also known as Justice Dharmesh Agnihotri. Naive, simple-minded, and illiterate Bhaskar Sarnaik (Amitabh Dayal) comes to Bombay from his far-off village, to look for his missing brother, Raghuvir. He comes in contact with Sub-Inspector Gokhale (Om Puri), who feels sorry for him, and not only offers to find his brother, but also employment at an Irani Restaurant. Bhaskar does find his brother - in the morgue - but decides not to tell his mother as this may break her heart. He decides to stay on in Bombay and undergoes training to become a police officer. A short time later he is also a Sub-Inspector working closely with Gokhale. He is wounded in an encounter, and his mother comes to look after, and gets him to marry Aditi (Nandita Das) from the same village, which Bhaskar does so.
